ChanServ: add SET EMAIL channel contact address

Browse source 
Founders can attach a contact email to a channel, shown in INFO and
cleared when set empty. Mirrors SET URL exactly; Local-scope channel
metadata. Completes the channel DESC/URL/EMAIL trio.
