Split HelpServ into one file per command

Browse source 
REQUEST/CANCEL/LIST/VIEW/TAKE/NEXT/CLOSE each move to their own file;
the oper guard and the shared claim helper stay in lib.rs beside the
dispatcher. No behaviour change.
