The earlier StatsSet fix persisted only the shared namespaced counters. The
per-channel BOTSTATS view (lines seen + top talkers, from /statserv #chan) lived
on the LiveChannel struct, which is rebuilt from each burst — so it reset to zero
on restart. Move it to a name-keyed Network.chan_activity map (independent of live
membership, seedable before the burst) and carry it in the StatsSet snapshot
(new serde-default `channels` field) alongside the counters. Reworded the
notice from 'seen this session' now that it persists.

botserv: op assigned bots on join; statserv: persist counters across restart

Problem 1: an assigned bot joined via IJOIN with no status mode, so it had no
+o. Join it with the 4-param IJOIN form (ts 1, mode o) so it's opped, matching
Anope's default bot modes (+o), and exempt bots from SECUREOPS/RESTRICTED so the
op is never stripped.

Problem 2: the shared stat counters lived only in memory, so a restart wiped
them. Snapshot them to the log (StatsSet event, folded into NetData + compaction)
periodically and on shutdown, and reseed the live registry from the log at
startup. Live gauges (online counts) stay re-derived, not stored.

engine: track the server tree so a hub SQUIT cascades

SQUIT arrives once for a splitting server (by SID), but a hub takes its
whole subtree with it — users behind downstream servers were left as stale
state. The parser now distinguishes a sourced downstream SERVER (tracked
with its parent) from the unsourced uplink handshake, the engine keeps the
SID->parent tree, and a SQUIT forgets every user across the departed
server's subtree. Tree is rebuilt each link. Wire formats verified against
the InspIRCd 4 m_spanningtree source.

engine: forget a split server's users on SQUIT

A netsplit is signalled once via SQUIT, not as a QUIT per user, so every
user behind the departed server lingered in services' state — stale
sessions, session-limit slots, and channel memberships. The parser now
surfaces ServerSplit and the engine forgets every uid carrying that
server's SID prefix, leaving other servers' users untouched.

Front the whole network's help through HelpServ
Each service now exposes its help catalog via Service::help_topics; the
engine collects them into a network-wide index on Network, reachable
through two new NetView methods. HelpServ uses it: HELP <service>
[command] (or a bare service name) serves any service's per-command
help, bare HELP lists the services, and its own ticket commands still
work. No cross-crate dependency: the catalog flows through the SDK's
NetView, keeping every module dependent only on echo-api.

Rename the project to Echo (was fedserv)
Rebrand the daemon and workspace: the binary is now `echo`, every crate
is `echo-*` (`echo-api` and the module crates), Rust imports use
`echo_*`, the gRPC proto is `proto/echo.proto` with package `echo.v1`,
and the log filter, gossip peer-name default, and on-disk store default
(`echo.db.jsonl`) follow. Docs updated throughout. No behaviour change;
crate directories and the config schema are untouched.

Add ChanFix: recover opless channels from op-time scores
The engine samples live op state on a short cadence, scoring op-time per
identity (account, else host) on the network view — a net +1 per pass
while opped, -1 while idle, so trusted regulars rise and stale ops fade.
ChanFix (operator-only) reads those scores: SCORES <#chan> shows the
standings, CHANFIX <#chan> reops the present regulars scoring above a
share of the top score, once the channel is opless enough and has real
history. It defers to ChanServ — a registered channel is refused. Opt-in.

C++ note: the original persists scores to the services DB and runs its own
timers; here scoring rides the existing periodic loop and lives on the
ephemeral network view, so it's node-local and rebuilds itself.

Stamp a traceable incident id into every kick and kill
A single choke-point in handle() gives each outgoing Kick / KillUser a
short id, appends it to the reason the user sees ([#3F]), and records a
searchable summary in a bounded per-node incident ring on the live network
view. So a bot flood-kick, a fantasy kick, a votekick, and an operator
KICK are all logged the same way, and the id in a kick reason ties back to
the log entry. Exposed via NetView::search_incidents (id-exact or summary
substring, newest first) for the LOGSEARCH command to come.

OperServ: per-IP session limiting with exceptions
The connection that puts an IP over its allowance is killed on connect.
The ircd's per-user IP (UID param 7) is now plumbed through UserConnect and
tracked per-IP in the live network view (incremented on connect, released
on quit).

- [session] default_limit sets the base allowance (0/absent = off).
- OperServ SESSION LIST <min> / VIEW <ip> inspect live counts.
- OperServ EXCEPTION ADD <ip-mask> <limit> [reason] / DEL / LIST override
  the limit per IP-mask (limit 0 = unlimited); event-sourced so they
  federate and survive restart, matched most-permissive-wins.

All admin-gated.

Promote BotServ BOTSTATS to a StatServ pseudo-service
Stats now have their own service. StatServ answers /msg StatServ <#channel>
(per-channel activity — lines + top talkers, founder-or-admin) and
/msg StatServ SERVER (the shared cross-service counter registry + gauges,
operators only). The shared counter map moved from the engine onto the
network view so both StatServ (via NetView::stat_counters) and the gRPC
Stats API read one source. BotServ's BOTSTATS command is removed; the
per-channel activity is still recorded in the dispatch loop.

BotServ: BOTSTATS per-channel activity
BOTSTATS <#channel> reports the lines the bot has seen this session and
the top talkers. Tracked live in the network view (bounded per-nick map),
recorded for bot-assigned channels only, and also fed to the shared stats
registry as botserv.messages.

BotServ: DONTKICKVOICES, plus neutral code comments
KICK <#channel> DONTKICKVOICES <on|off> exempts voiced users from the
kickers. The network view now tracks +v the same way it tracks +o: a new
ChannelVoice event is parsed from FMODE +v/-v and from +v join prefixes,
and set_voice/is_voiced mirror set_op/is_op (voice is cleared on part and
quit). scan_ops generalised to scan_status for any status letter.

Also scrubbed third-party project name-drops from code comments.

BotServ: add SAY and ACT
The channel's assigned bot can now speak: SAY <#channel> <text> and ACT
<#channel> <text> (CTCP ACTION), gated on channel-operator access. Bots
are tracked in the network view so uid_by_nick resolves them, and the
message is sourced from the bot's own uid via a new ServiceCtx::privmsg.

modules: capability-scoped Store/NetView boundary (Tier 2)
Services no longer receive the concrete account store. on_command now takes
&mut dyn Store + &dyn NetView (both defined in fedserv-api); the engine's Db
and Network implement them. Reads hand back plain views (AccountView,
ChannelView, ...) carrying only non-secret fields, so the event log, gossip,
and credential material (password hash, SCRAM verifiers) are unreachable from
a module. All command modules ported; behaviour unchanged.

chanserv: require channel-operator status to register
Registering a channel now needs the caller to actually hold operator
status in it, so you can't register a channel you don't control. The
network view tracks per-channel ops from FJOIN prefixes and FMODE +o/-o.

nickserv: log out the loser of a registration conflict
When a peer's registration wins a name a local session was logged into,
that session authenticated against a credential that no longer exists.
The node now clears its accountname (the ircd emits RPL_LOGGEDOUT) and
tells the user why. A new outbound channel lets the engine push these
services-initiated actions to the uplink from the gossip path, drained
by the link loop alongside incoming traffic.

chanserv: entrymsg, enforce, getkey, seen, clone, aop/sop/vop
Tracks channel membership (join/part/kick), the current key, and per-nick
last-seen in the network view. Entry messages greet joiners; enforce
re-applies the lock, access modes and auto-kicks to everyone present;
getkey reports the key; seen reports last activity; clone copies a
channel's settings; aop/sop/vop are tiered shortcuts over the access list.

Tracks connected users' nicks and hosts so targets can be resolved by

Add persisted account store with NickServ REGISTER/IDENTIFY
Accounts are an append-only JSONL event log (state is the fold of the log) with
argon2id-hashed passwords. NickServ gains REGISTER <password> [email] and
IDENTIFY <password>; the engine tracks UID->nick from the burst so a command
resolves to the sender's current nick. Classic and ircd-agnostic — the cap-based
account-registration forward is the next step.

Scaffold the federated services daemon
Protocol-agnostic core: a Protocol trait maps raw server-to-server lines to a
normalized event/action model, so the engine never touches a raw line and a new
ircd is one new module. Adds event-log state (state is a fold over the log) and
a service framework. First protocol impl links to an InspIRCd (insp4) uplink —
completes the CAPAB/SERVER handshake, bursts, and introduces NickServ.
